Why is a stabilization strap require to use a bike rack in curt trailer hitch

Curt used to require the stabilization strap part # 18050 when using a bike rack or accessory on their Class I hitches. However, they have since said the stabilization strap is not required when carrying an accessory on their Class I hitches. It still may be a good idea to use a stabilization strap though when carrying accessories because they are considered all tongue weight on the hitch because of they a downward for on the hitch compared to towing a trailer that has evenly distributed weight. The strap can really eliminate bouncing if you are experiencing an excessive amount of movement with a bike rack or cargo carrier.
