I measured my fender and came up with @44, bolt through. The wheels are 16 inch single axle.

The fenders we have available that are compatible with 16" wheels are parts # HP46VR and # HP46FR which are 16 gauge steel and can be either welded-on or bolted on. Keep in mind the fenders are not pre-drilled and the required mounting brackets for a bolt on installation are sold separately as part # CE26098G-2. Unfortunately we don't have any plastic fenders like what you were looking at that fit the larger 16" wheels.
