Thanks for the reply, that’s very helpful. I measured the difference which was around 9”. My hitch receiver has the shanks for either 3”, 2.5”, or 2”. But the difference between the 2” and of trailer hitch was 9”.

First thing we need to do is pick out the correct rated weight distribution system for your 28 foot Airstream. I looked up specs on what you have and the total weight could be 7,600 lbs so you'd most likely have a tongue weight range of around 700-1,000 lbs which the Blue Ox SwayPro part # BXW1000 you mentioned would work well with most likely but it would not be my first choice.
Instead I'd recommend the Strait Line kit part # RP66074 which has a tongue weight range of 600-1,200 lbs and features the only sway control that works to fight sway before it starts.The spring bars are made of a higher quality spring steel too and overall the system is known to perform much better than the Blue Ox.
So you have a much taller truck than stock so the next piece of the puzzle is a shank that offers enough drop that will allow the trailer to sit level. To determine the drop amount you'd need you'd need to measure from the top of the hitch opening to the ground and then from the bottom of the coupler lip to the ground and compute the difference. My guess is you'll need the part # C17125 which fits the Strait Line and offers a drop of up to 15-3/4 inches but if you find you need more/less let me know.
For a 2 inch ball you would want part # A-90 and for a 2-5/16 inch ball # 19286.
