Question:

Ive measured the outside of my I frame from the outside of the bottom of both sides and it measures 77. The bottom lip of the frame is approximately 1 1/4 guessing it the same on each side of the beam. Im not sure how wide the I frame body itself is, sine it has a weather covering hiding it. Will this hitch fit it?

If the distance between your two frame rails is indeed 77" outside to outside or 74-1/2" inside to inside (77-(1-1/4x2)) then the Adjustable Width Trailer Hitch Receiver for RVs part # 13703 is not going to work. However, I do have the Ultra-Fab 2" Trailer Hitch Receiver for Trailer part # UF35-946403 which will work for you so long as you are not using the trailer hitch to tow. The Ultra-Fab 2" Trailer Hitch Receiver could be attached to the bumper support brackets or you could weld it to the I-beam frame after you box part of this in.

If you are going to be towing then you only option is a bumper mount hitch, the Curt RV Bumper 2" Trailer Hitch Receiver part # E-100 is what I recommend. I recommend reinforcing the bumper for this option though.
