Looking at similar posts, it appears that an Roadmaster Dual Hitch Receiver Adapter, 4inch /Rise Item # RM-077-4 can be utilized with the HLY64FR? We have just purchased 2 ebikes approx 50lbs each. Will the height or extension length for the Blue Ox make a change to the performance or safety? Motor Home is Dutch Star 4018 year 2019, towed vehicle is Jeep Wrangler Unlimited year 2017, bikes are Pedego Interceptor Platinum Edition. Should we skip the RM-077-4 and put the bikes using the HLY64FR on the back of the Jeep Wrangler while it is being towed? I do not see any comments where this rack is used behind a towed vehicle?

To answer your first question, no. All Dual Hitch Receiver Adapter like the # RM-077-4 are going to be rated for use with bike racks like the Hollywood Racks # HLY64FR and you aren't going to effect their performance or safety rating of the adapter. So you absolutely can use it for this purpose.
As for the Hollywood Racks RV Rider 2 # HLY64FR, this is one of the few hitch mounted bike racks that have been tested by the manufacturer and approved for use on the backs of RVs, 5th Wheel trailers and on a flat towed vehicle like your 2017 Jeep JK Unlimited. The one thing you'll need to take into consideration as to whether or not this will work with your JKU is the distance from the center of the hitch pin hole on your hitch to the edge of the spare tire. The Rv Rider requires a minimum of 12" of clearance from the hitch pin hole to the edge of the spare tire to be used on the back of the Jeep- the only catch is that you won't be able to fold it up when not in use and leave it on the hitch.
Long story short, you'll be able to use it either way safely without issue. At the end of the day it's going to come down to whether or not you want it out of the way when it's not in use.
