I bought this hitch and am wondering if I can use it to drop my hitch 8” and hook my tow bar to it and safely tow a 2018 Equinox, or would I need to order a 8” receiver?

The Roadmaster Dual Hitch Receiver Adapter # RM-077-8 that you referenced is designed for flat towing vehicles and an additional accessory like a bike rack, for example, with the additional 2 x 2" opening. It does provide an 8" drop and you will not need an additional receiver to accomplish this. It allows your tow bar to set level as you flat tow the vehicle.

Hitch pins and clips are not included so if you need, the Curt Pin and Clip For Class III, IV and V Trailer Hitch # C21500 is a fine choice. Also a hitch lock like the Master Lock Trailer Hitch Receiver Lock # 1479DAT are popular as well for securing your cargo being towed.
