Why Can't Curt E16 Slider Hitch be Converted to Fixed Hitch with Leg Swap

Hello, currently my e16 hitch has the slider base. If I bought these legs, will they come with everything needed to convert my hitch from a slider hitch to a stationary hitch?

The heads on the E16 slider and fixed hitches are slightly different so the leg kit you mentioned would not bolt up. The mounting bolts are off by 1/2 inch.
So what you'd need is the E16 part # C16115 for an all new Curt E16 hitch that includes new legs and head.
