I spoke with my contact over at Titan and while they couldn't provide the actual ohm reading you'd get when testing the Replacement Solenoid Valve # T4748800, he did give some information that may be helpful.
You'll need another person to help you verify this first one, but when you put the vehicle in reverse you should be hearing a distinct snapping noise. If you don't hear a snap when trying to back up, the solenoid is bad and will need replacing. He also mentioned that this solenoid will be receiving the same voltage as a standard brake light when engaged- which is around 12v. If you're not hearing the snap, or the voltage is low, it's a sign that the solenoid has gone bad and needs replacing. You'll also want to check your grounds to make sure that a loose ground wire isn't causing your issue.
