Yes, the base plate kit part # RM-524430-4 is a fit for your 2012 Ford Focus, can be used with the Roadmaster Tracker part # RM-020, and the diode wiring kit part # RM-15267 would cover the lighting. You do need supplemental braking though as well.
The easiest system to set up and use is the Blue Ox Patriot # BLU37TR, that applies the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
