The best solution for your E-450 bus will be with a weld-on trailer hitch like the Draw-Tite Ultra Frame # 41990 with the 7 inch Brackets # 4907 or the 16 inch # 4916 for an even larger drop. This type of hitch provides both the capacity and versatility needed for this kind of installation, since you will be able to attach it anywhere on the frame.
This works well for school buses like yours since the bumper overhang is likely well over the standard chassis design, making custom frame-mounted hitches a bad choice as they would end up tucked too much under the bus to allow for anything to actually be attached to it.
This particular hitch features a 16,000 pound towing weight capacity and a 1,600 pound tongue weight limit. I have attached the written installation instructions that you can check out as well.
