Helpful Expert Reply:
The Brophy Clamp On Camper Tie-Downs # HSBP is a pretty universal product so it should work on your 2003 Chevy Silverado but you will want to take a few measurements just to be sure. First measure the bed rail itself to make sure it's no wider than 5-1/2 inches. Also verify that you have at least 2 inches of space beneath the lip of the rail.
Lastly this particular tie-down isn't compatible with plastic bed rails so if possible you will need to remove the plastic from your truck.
