Can this cross over part be bolted directly to the front bumper and frame rail thus being able to eliminate the need for tow plate

The Replacement Quick Disconnect Crossbar Assembly part # 910021-00 is designed for use with Roadmaster Crossbar-Style Base Plate Kits like part # RM-521424-4 which is a fit for your 2005 Jeep Wrangler so I cannot recommend that you attach this directly to what I presume is a metal bumper.
If you have a motorhome mounted tow bar like the Roadmaster Falcon 2 Tow Bar part # RM-525 then the best option for you would be to weld a set of d-rings onto your front bumper which would then allow you to use the Adapter for Jeep D-Ring Bumper Mounts part # RM-035 or part # RM-035-1. If that is not an option then the Curt Tow Bar part # C19745 which comes with bolt-on brackets would be our only other option for you if you don't want to install a base plate kit.
