I measured the Replacement Wheel Strap for Swagman G10 and Quad 2+2 Bike Racks # SP494 for you and found it was approximately 13-1/8" long x 1" wide. There is not a shorter one for a Swagman but there is the Replacement Wheel Strap for Thule T2 Hitch Mounted Bike Racks # 853-7002 which measures 11-1/2" long x 13/16" wide.
