What do you use to remove the screw? It looks like a pin.

Curt Spring Bar Retainer Package # 17109 for round bar weight distribution systems like # C17002 includes clips, locking pins and rivets; and the rivets do resemble screws when they are installed. The old ones need to be drilled out in order to install the replacement parts in the kit unless you can get a grip on them with pliers. They usually can be pulled out.
