Can the receiver be turned upside down to accommodate for a taller trailer tongue?

Yes, if you wanted to use the Curt Pintle Hook with 2-5/16" Ball # C45908 that you referenced in the rise position you certainly could. You'd flip the hook combo as well as the shank upside down and you'd be set.
