Does Taskmaster Trailer Wheel and Tire Combos Come Balanced

Do these assemblies come pre-balanced?

Our trailer wheel and tire combos do not come pre-balanced as typically there isn't enough benefit to balancing trailer whee/tires to justify the cost. Also, the weights have a tendency to bounce off of trailer wheels.
You can have them balances locally but most people don't find it's worth it.
