Can the RMCB rack be mounted directly to the roof without crossbars?

I took a look at the mounting clamps for the Rhino-Rack Roof Mounted Steel Cargo Basket part # RMCB and it does appear that there is a way to attach the cargo basket directly to your roof without crossbars. However, I cannot recommend this nor would you be covered under warranty if anything were to happen so you will need to proceed with caution. That said, if you take the upper bracket and omit the lower, you could then most likely attach this directly to the roof with some self-tapping screws or bolts. I would just use a washer between the upper bracket and roof to take up any space.
I have attached a photo to try and assist but again this is not recommended. The best option would be to first install a fixed roof rack like the Thule TracRac CapRac Ladder Rack for Camper Shell/Truck Cap part # TH29200XT.
