Question:
So on my trailer it is framed with I beams, however the i beam flanges are very narrow. Is this hitch ok if just bolted to the web? Or does that diminish the capacity?

According to step 3 of the linked installation instructions for the Adjustable Width Trailer Hitch Receiver # 13703 the 2 vertical mounting holes are only required if frame clearance permits. Since it sounds like you don't have the proper frame clearance it looks like you are good to just use the 4 horizontal bolt holes on either mounting bracket.
Please note that if you plan on using this for a non-trailer load like a bike rack or cargo carrier that Curt requires the use of a stabilizer strap like part # 18050 per the warranty.
