To adjust the height of the Curt Q24 5th Wheel Trailer Hitch # C16545-16021 you will just remove the legs (if they're already installed) and choose a different set of mounting holes on the head unit to re-attach them. I have attached an image from the instructions manual that details this step.
The Curt Q24 has a height adjustment range of 14 to 18 inches. I have included a short video review that you can take a look at as well.
