The closest option we have is the Kenda 4.80/4.00-8 Bias Trailer Tire with 8" White Wheel # AM30000 which has a tire that takes 60 psi max. The tire capacity is 590 lbs at 60 psi. The wheel has the same 4 bolt pattern you need as well.
