The Curt Cargo Bag # C18220 was designed to fit in the Curt Roof Mounted Cargo Basket # C18115 and you wouldn't be able to mount it directly to the roof of your 2016 Volkswagen Touareg.
If you'd like a little larger bag that was designed for a bare roof application I recommend the Rightline Gear Sport 2 # RL100A20.
