Expert Reply:
If your 2008 Nissan Xterra came with a factory tow package and you wanted to convert the 7-Way to a 4-Way, you would use # C56225. However, if you are testing the 7-Way with a circuit tester like # PTW2993 and the running light circuit is not functioning, you will want to check the fuses/relays associated with the tow package to see if something needs to be replaced.
You can use the vehicle owner's manual to located all of the fuses and relays that are related to the tow package. Some may be under the hood and others may be inside the cab of the vehicle.
Also, it could be that the tester that you are using does not offer enough draw on the electrical system to engage it. But, connecting a trailer to it would. If you wanted to keep the 7-Way on the Xterra you could just use a 7-Way to 4-Way adapter like # PK12716.
