Will the Hollywood Racks SR1 2-Bike Carrierinch fit tire size 285/70R17? What are the measurements of the u-shaped bar that mounts in front of the tire?

Yes, the Hollywood Racks SR1 2-Bike Carrier part # HRSR1 will fit the 285/70-17 spare tire on your 2018 Jeep JL Wrangler as it works with tires up to 15" wide and the 285/70-17 spare tire you have is only 11.2" wide. The u-shaped bar you are referring to is adjustable from 7-3/4" to 13-1/2" which is what allows it to fit different width spare tires.

For reference, I have attached a photo of this carrier used on a 265/70-17 spare tire which is only around an 1" smaller in width than your 285/70-17 spare tire.
