Will this active suspension fit a 1990 Dodge B250 extended van? I am looking for something to decrease side to side movement and bounciness of rear end. Tires and shocks have been replaced.

We do have a leaf spring suspension helper kit for your 1990 Dodge B250 2WD van, SuperSprings Suspension Stabilizer and Sway Control Kit # SSA7MTKT and others types that are shown on the linked page, but the RoadActive RAS # RAS4611-DV is not a fit for your B250.
The SuperSprings # SSA7MTKT bolt on above your OEM leaf springs and reinforce them to reduce sway from passing trucks, wind and when cornering. They adjust themselves automatically based on the load on your OEM springs and they require zero maintenance once installed.
