How Does Installation Hardware for Lippert Components Tailgate Storage System Install

The brackets part # LC373965 that you referenced basically either bolt around or weld to the bumper support beam on the RV. I attached a picture that shows them welded but you could also drill holes in the bumper and use included hardware to secure the brackets.

The kit this fits is the Lippert Components Tailgate Storage System which is designed to attach to a 2x4 steel bumper extension that goes in between the i-beam frame on your trailer and the 4x4 steel bumper. There also need to be at least 4" of space on the 2x4 steel bumper extension between the trailer and bumper in order for this to work.

what is the carrying capacity for this rack? Will it hold a small motorcycle, 190lbs toward the rear of the rack given the fact that the weld point of the component hardware is 100 strong? Thank you-

The bike support post on the rack allows you to secure a bike/motorcycle that's up to 150 pounds, so it's not quite strong enough for your bike. I'd also be wary of putting that much weight on the bumper itself. I honestly think you're best option here would be to bolt/weld on a frame mounted hitch and use a standard cargo carrier for the small motorcycle.
