I have a 2015 Ford F750 boom truck pulling a flat bed trailer with skid steer, the gvwr of the trailer is 23,800, what is the proper size hitch

For your 2015 Ford F750 boom truck, there is not a ball mount rated for that weight capacity. The largest capacity is 20K for a 2-1/2 inch hitch like # C45458 or 21K for a 3 inch hitch receiver like # C45430. We don't have a trailer hitch receiver rated that high either.
It appears the truck does have the towing capacity to handle that trailer, but you will need to use a direct mount like the Curt Pintle Hook - Bolt On - 30,000 lbs # C48215. A pintle hook and lunette ring combination for your truck and trailer coupler will be the only fit for the trailer weight of 23,800 lbs. I've linked the page to lunette rings to assist and you'll need one rated for at minimum the trailer GVWR.
