Will the Curt standard basket and standard size bag be a good choice for 2019 CR-V? I am having crossbars installed. They are fixed. Will that be a problem?

Since we know the crossbar spread of the factory roof rack you are installing on your 2019 Honda CR-V is 29.5 inches apart and the Curt cargo basket part # C18115 that you referenced fits a bar spread of 29 inches we know this will fit and work well. The cargo bag part # C18220 that you referenced also fits this basket well as it was designed for this basket specifically.
