Can I run a 2.35/75 r15 with 2.25/75 r15 on a tandem trailer? Horse trailer tire.

We don't ever recommend mixing tires on a trailer. Different types (bias vs. radial), sizes, load ranges, speed ratings and even tires of different ages and conditions can mean that one of your tires may be more prone to failure and create a weak spot in your towing setup.
If you are talking about having spare that is slightly different than your running tires that is one thing so long as you only drive a short distance at reduced speed. For ongoing use it is not a good idea to mix. The two sizes 235/75-15 and 225/75-15 are about 3/4-inch different in overall diameter.
