I have difficulty keeping chain link on hook while lifting up to tighten bar. Keeps sliding off hook.

The Curt MV Weight Distribution System w/ Friction Sway Control # C17062 sounds like the lift bracket hook may be needing replaced. That hook should easily hold onto the chain link to lift the bar. For this replacement I recommend the Replacement Lift Bracket for Curt Weight Distribution Systems # C17008.
