I notice in the echo installation instructions that the unit requires a 30 amp fuse in the power line. Does the 2019 Pilot with dealer installed 7 pin harness have a 30 amp fuse suitable for this unit?

Trailer brake controllers are universal parts and will fit any vehicle, including a 2019 Toyota Highlander. As for your first question, the issue with installing some brake controllers on some Toyota's is disconnecting the brake light switch can set off a code in the computer that limits the vehicle's motion. That is not a concern with the Echo because it will mount directly in your Highlander's 7-way.
The Curt Echo Brake Controller # C51180 does not need the brake wire, it only needs 12 volt, ground, and turn signals connected to the 7-way socket.
In regards to your 2019 Toyota Highlander, to use the Echo if you do get the factory tow package you will need a 4-way, the Hopkins Plug-In Simple Wiring Harness for Factory Tow Package # HM11141825 and then the 7-Way RV Upgrade Kit for Trailer Brake Controller Installation # ETBC7L which will give you the necessary wiring and 7-way to plug in your Echo Brake Controller.
