I assume you are referring to an electric a-frame trailer jack. If that is the case then there could be a few different issues that is causing your trailer jack to only retract halfway. However, in order to offer any specific advice I will need to know exactly what trailer jack you have. If it is not a brand we carry then the advice will be limited to what we can obtain from the manufacturer.
With that being said the most common problem we see with electric trailer jacks is a bad ground. The bad ground could cause pretty much any issue under the sun and if the jack only retracts halfway then this would be the first thing I check. If the jack grounds with a single wire then I recommend you remove the wire, sand down the surface, and then reattach with new hardware. If the jack grounds via the mounting hardware then I recommend you remove the jack, sand down the surface it attaches to, and then reattach with new hardware.
If all else fails you can always replace the jack and the best option we have for this is the Husky Brute Electric Trailer Jack part # HT87247. I like the Husky Brute because it has an automatic stop that prevents damage to the threaded rod when overextending, LED lights for use at night, and a drop leg for greater adjustability. There is also a manual override in the event of power loss.
I have attached a review video for you as well.
