I am not sure what this trailer would weigh empty but I believe that 14,400 is the max I can have on the trailer with horses, gear, water, feed and equipment. I have a 2008 F350 with a quad cab and dual turbos. Will this be enough power to pull this trailer?

Based on the towing specs I was able to track down for your 2008 Ford F-350 it looks like the truck can handle the 14,400 pound loaded weight of your Jamco Horse Trailer as long as you have the 6.4L Turbo Diesel engine. The exact capacity can vary a bit depending on axle ratio and other components but the range looks to be around 15,200 pounds at the low end and up to 24,500 pounds at the high end for gooseneck/5th wheel towing.
Because of this range I still highly recommend verifying your truck's capacity by either checking your copy of the owner's manual or visiting a local Ford dealer with your VIN. They will be able to tell you the exact specs for your F-350 based on what was installed at the factory.
If you don't yet have a gooseneck hitch installed I highly recommend the B&W Turnoverball # BWGNRK1108 that has a 30,000 pound towing weight capacity, a removable ball to allow for a clean bed when not towing, and can act as the rail kit for the Companion # BWRVK3500-5W if you ever decide to do some 5th wheel towing.
