Will this replace the BandW Tow and Stow Pins 3 for the 21,000lb Triball hitch?

Yes, the I Hitch Lock # AM3492 that you referenced is compatible with the platform adjustment pins of the B and W Tow and Stow ball mount # BWTS30049B. It will lock the platform portion of the ball mount to the shank and the ball to the side brackets. these aren't required by the design of the hitch as the ball platform can't be fully removed without removing the entire ball mount from the receiver.
