Yes, the Curt Universal Fifth Wheel Base Rails with Installation Kit part # C16100 will fit your 2009 Dodge Ram 3500 if you also use the Curt Semi-Custom Fifth Wheel Bracket Kit part # C16301. However, this option will require drilling into the frame and by the time you purchase both pieces, you will be right around the price of a custom kit that does not require drilling into the frame, the Curt Custom Fifth Wheel Installation Kit for Dodge Ram part # C16420-204 which is what I recommend you use.
