Question:
Can an electric lock out be added to this actuator?

I do have an option for you, however an electric lockout solenoid cannot be added to the Demco Hydraulic Trailer Brake Actuator # DM72VR referenced in your question. For an actuator like this that doesn't feature a lockout you will need the trailer to have free-backing brakes.
Otherwise your best option is to go with an actuator that features an electric lockout already. For a similar unit to the Demco model you were looking at I recommend the Titan Zinc-Plated Brake Actuator # T43397007K and add lockout # T4748800. This actuator has an adjustable design that allows it to work with 1-7/8 inch, 2 inch, and 50-mm hitch balls along with an electric reverse lockout that will let you back up with your trailer. It has a 7,000 pound towing capacity.
I have attached a short video demonstration that you can also check out.
