Can the Roadmaster 10 Drop/Rise Adapter be Used for a Cargo Carrier and Bike Rack

Is it possible/safe to use this dual hitch receiver adapter to carry a cargo carry lower receiver and a tray style bike rack upper receiver. I understand that putting the bike rack over the cargo carrier will limit the amount of cargo that can be placed on the carrier, but with this 10 inch version, I think I could carry a decent amount under the bikes. I want to make sure it would be safe, however. Thank you for your expertise.

You could potentially use the Roadmaster Dual Hitch Receiver Adapter # RM-077-10 for a cargo carrier and bike rack but you will be reducing the space on your carrier (like you said) and you are limited to 400 lbs of tongue weight. This includes the weights of your carrier, bike rack, plus the cargo/bikes that you will be carrying.
Since 10" is quite a bit of drop I am guessing that your tow vehicle is a bit taller like a lifted pickup. If this is the case then you may be interested in the Gen-Y Adjustable 2-Ball Mount # 325-GH-315 instead. This provides you with a 10" drop/rise and 5 stacked 2" receivers for a variety of configurations. The Gen-Y has a whopping tongue weight rating of 1,500 lbs so you could safely load up both your cargo carrier and bike rack without exceeding the capacity (granted your trailer hitch and vehicle are rated high enough as you are limited by your least rated component).
I do recommend using an anti-rattle device like the Roadmaster Quiet Hitch # RM-061 no matter which way you go.
