I have a 99 f-150 with a BandW turnover ball. I’m wanting to install rear air bags but it looks like they may interfere with the release bar for the hitch and it also looks like the hitch mounts on the side of the frame will interfere with the upper air bag mount. I was wondering if there is an air bag kit made to work with this setup

I do have an option for you, however as you were finding out there is not a rear air bag kit available that will be compatible with frame brackets from a gooseneck hitch on your 1999 Ford F-150.
Because of this your best option for rear suspension enhancement is with a jounce style spring that will replace the factory bump stop such as the excellent Timbren # TFR1525HD. These 6,000 pound capacity springs will do a great job of adding support to the truck's suspension while keeping everything level under a load. They will also act as shock absorbers to allow for an overall smoother ride.
One of the benefits of a system like this over an air bag kit is that after the initial installation this will be a maintenance-free setup. You won't have to worry about adjusting the air pressure to account for different caro weights before each trip and you won't have the potential for any leaks.
