I was able to find an online version of the owner's manual for your 1997 Ford Ranger and on page 244 it looks like you can flat (recreational) tow your vehicle but you will need to disconnect the driveshaft at the rear differential and properly support it under the vehicle otherwise you can only travel 50 miles at a max speed of 35 mph. I recommend checking your owner's manual to verify this and for any other specific flat towing instructions.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. I recommend going with the Roadmaster XL Base Plate Kit # 435-3 which pairs nicely with the StowMaster Tow Bar # RM-501 and the Safety Cables # RM-643.
Then for wiring I recommend the Tow Ready # TR118821 which installs permanently by splicing into your current wiring. This does includes diodes to protect the wiring on your vehicle.
Since most states now require the use of a braking system I recommend using the Blue Ox Patriot # BLU37TR which is portable, easy to install, and has received great reviews from our customers. The portable feature is great for if you end up towing a different vehicle.
The Roadmaster Brake-Lite Relay Kit # RM-88400 will also need to be installed to utilize the Patriot III braking system.
Most flat towing setups require a high-low adapter for the tow bar to remain level while towing. I have linked our selection of adapters for you to check out as well as an article that will help you determine which is the best one for your application.
