my owner's manual says my truck's TW is 1500 lbs. why is this hitch rated higher? i've read it doesn't raise my truck's TW

You're correct that adding a trailer hitch, like the Curt you referenced # C15802, that is rated higher than your truck will not increase your truck's capabilities. Trailer hitches are often overrated for the vehicles they're designed for. It's mainly so the hitch will still be enough for the same model of vehicle with different options that do increase its capacity.
