Your 1995 Chevy Cavalier FWD automatic is able to be towed on a tow dolly like the Roadmaster # RM-2050-1. According to the online manual you will need to put the front wheels on the dolly then set the parking brake. Next turn the ignition to off to unlock the steering wheel. Next clamp the steering wheel in the straight ahead position using a towing clamp device, and then release the parking brake. I've attached a photo of these instruction for you.
The tow dolly will require you to also secure the front wheels with the included wheel nets. You will also need to finish the wiring on the dolly to give you connection to your tow vehicle. For instance for a 7-way connector, I recommend the Pollack # PK12706. I've attached a video to assist.
For the steering wheel clamp, I recommend the Club Pedal-to-Wheel Vehicle Lock # WICL303RED. I've attached a video to assist.
