Does this rack have stationary cradles or can they be adjusted to keep 2 bikes from banging against each other?

The Thule Apex XT 2 Bike Rack for 1-1/4" and 2" Hitches - Tilting # TH9024XT has stationary cradles that will space your bikes 7 inches apart which if further than most hanging bike racks. This bike rack cradles hold the bikes in 3 places to keep them from sway and hitting your vehicle or each other. I also recommend using the Softride # SR54FR to secure the front wheels to the frame to keep them from rotating.

If your bikes have a step-thru frame, you may also want to consider using the Swagman Deluxe Bike Frame Adapter Bar for Women's, Children's, and Alternative Frame Bikes # 64005. This rack is just 35 lbs and has a total weight capacity of 70 lbs.

If you have bikes heavier than 35 lbs, you will want to consider a platform style bike rack. I've linked the page to all those options and there are some that are compatible with bikes 45 lbs each, 60 lbs each, and even 80 lbs each.
