For starters both bike racks are compatible with the Draw-Tite Trailer Hitch Receiver # 36554 on your 2018 Buick Encore. You will want to take a measurement from the center of the hitch pin thole to the rearmost part of your bumper though as that is a factor.

Both the Hollywood Racks Trail Rider # HR200Z and the Curt # C18085 are very similar in every way. They can secure up to 2 bikes that weigh 45 lbs each by the frame with their hooks and they measure 12-1/2" from the center of the hitch pin hole to the closest edge of the wheel hoop.

With that being said, the Curt option does have a 10" rise (as opposed to the 5" rise of the Trailer Rider), it includes locks for the bikes, and the ability to fold up in 2 different ways. The only thing about the folding feature is that in one of the ways it reduces that rear clearance to 3" from the center of the hitch pin so you may not even be able to use that folding feature as the rack may make contact with your bumper. A lock can be added with part # S64029 for the bike rack itself.

The Trailer Rider has many more reviews from customers, which are all positive, raised wheel hoops for more ground clearance, and is a little better quality which you can see from the limited lifetime warranty (as opposed to the 1-year limited on the Curt). You can add bike and rack locks with part # HRLHPTC.

Out of both bike racks I do recommend the Trail Rider over the Curt. Hollywood Racks is solely a bike rack company and they have been doing this a long time. They have a better warranty and great customer reviews to back that up.
