What size of wrenc/socket can be used to tighten /loosen this up?

The Swagman XTC4 4-Bike Rack # S64665 referenced in your question does include an anti-rattle hitch lock. In order to tighten or loosen the bolt you can use a 19mm wrench or socket wrench. I have attached a short video demonstration on this bike rack that you can also check out.
