How Does the etrailer.com Spare Tire Lock Act as an Anti-Theft Device

Question:

What prevents someone from walking off with the spare tire even if the Spare Tire Lock is installed in one of the lug nut holes? Seems like you would just end up with a stolen spare with the lock on it.

Basically what the etrailer.com Spare Tire Lock # e98892 does is act as a lug nut that secures the wheel to the trailer so that if someone were to try and remove the wheel they'd not be able to loosen the lock unless they had the key.
