Is the 12 inch long shank measured from the pin hole to the ball or the entire length?

The Gen-Y Tri-Ball Mount # 325-GH-034 referenced in your question has a total length of 12 inches from front to back on the unit.
The distance from the hitch pin hole to the center of the hitch ball will differ depending on which size ball you are using. When using the 1-7/8 inch hitch ball, this distance is just about 9 inches. When using either the 2 inch or 2-5/16 inch hitch ball this distance is 8-1/4 inches.
This ball mount features a 10,000 pound towing weight capacity and is compatible with 2 inch hitch receivers. I have attached a short video demonstration that you can also check out.
