The reason bike racks all swing to the driver side is because when people pull over on the side of the highway they almost always pull to the right side. So if you were on the side of the highway and needed to swing the bike rack out you wouldn't want to swing it out into traffic. That's why the bike rack manufacturers like Yakima make their pivots like the part # Y02483 swing to the passenger side.
