If you have a round 3" diameter axle on your Spartan boat trailer then you are going to want to use the CE Smith U-Bolt Kit part # CE23003 which contains u-bolts that are 7" long x 3-1/8" wide x 3/8" diameter. The reason you need this size u-bolt for a 3" diameter axle is because the u-bolt will need to be wider than 3" in order to fit a 3" diameter axle and significantly longer than 3" in order to attach the plate over the leaf spring stack.
Unfortunately, we do not have a u-bolt in the exact dimensions you listed.
