Question:
I have a 2013 Honda Accord Touring. The tow hitch available for my vehicle has a max GTW of 2000 lbs. my wifes vehicle weighs around 2500 lbs. Would it be possible, with a trailer that tows a vehicle by the front wheels, to safely tow her vehicle or would the weight not be distributed enough to do so?

You are correct that the Draw-Tite Sportframe Trailer Hitch Receiver part # 24899 which is a fit for your 2013 Honda Accord Touring has a 2,000 lb gross trailer weight (GTW) capacity. However, the vehicle only has a 1,000 lb gross trailer weight (GTW) capacity and since this is the lowest rated component in the system, it will need to be the figure you abide by. Therefore, I cannot recommend you use this vehicle to tow a 2,500 lb vehicle even with a tow dolly.
If you choose to do so anyway then you are going to need a trailer wiring harness and ball mount/hitch ball. For this, I recommend using the T-One Vehicle Wiring Harness part # 118586 if you have LED tailights or part # 118596 if you do not have LED tailights. For the ball mount/hitch ball I recommend Draw-Tite Drawbar part # 3593 with the 2" Hitch Ball part # 19258.
