Question:

I have a homemade camper on a 2003 dodge 1500 pickup truck where the tail gate is used as a platform to get in and out. My hitch has cargo carrier on the back already to haul stuff. Was thinking of turning the carrier upside and use that as a step or maybe go with a scissor step. Can this bracket mount to the stock bumper? Or maybe attach it to the top of the tailgate?

You can attach the mounting bracket for Brophy scissor steps # SS03 to any flat surface that can support the weight of the steps with a person on them. I haven't heard of anyone attaching them to a vehicle bumper but I am sure it is possible.

You might want to consider a step that mounts under the bumper such as # B75304 or tailgate ladder such as # 10-3000. I have included some links to videos for you.
