Is the insta-gator secure? Seems like someone could just cut those straps and be off.

You can lock your bike to the Thule Insta-Gater Pro # TH93VR using the integrated lock but as you noted, the straps can be cut or simply removed.
To deter theft of the Insta-Gator I recommend using a cable lock like part # e98891 to secure the bike rack to an anchor point in your truck bed.
